Amenities are mostly managed by an empire-wide pool, assigned to different cities as needed. If it's above it, your yields are boosted by up to 10%. If you don't have enough amenities to satisfy a city, you get growth and yield penalties on two levels, I think. Afaik it never halts growth completely, but it might as well.Īmenities are a thing your population consumes (1 for every 2 pop), tracked on a city, not empire level. When you have only one more housing than you have population, you start getting a growth penalty that only worsens if your pop keeps growing and you don't give the city any more housing. Housing is a soft cap on your population.
